Why do German-speakers sound like they have phlegm in their throats on some words?

Is it a part of the German accent, or is it literally a part of their language? A girl at my school, who is a foreign-exchange student from Germany, pronounces the word "nacht" like she has some phlegm in her throat, and I noticed that the German students from last year did the same with some of their words. Why is that?
