Clogged/infected hair follicles on shaft?! Please help!?

So I have these white bumps all over my shaft. Some are larger than others. I'm a 15 year old male who shaves down there. I didn't think they were puss filled until I was in the shower and I was squuezing it. This puss, like that comes out of a zit, shot out.They are painful to squeeze, but if I do squueze them I can see the hair poke out. This is why I'm thinking their clogged/infected. They aren't an std as I've have only dont stuff with my one girlfriend and were both virgins and each others first real relationship. How do I get rid of them!? I've tried washing with dial antibacterial soap and neosporin but they won't go away! I'm about to go to the doctor if they don't go away soon.
